FSS Chapters 1-4

You need to read this along with FSS code 2015. Idea is to simplify reading for understanding.

Chapter 1

Fire safety systems aka FSS code 2015 defines international engineering standards. Last amendment came in force on 1st January 2016.

  1. Applicability tells us when these regulations became applicable. At any given time, ships are being constructed all over the world. Therefore all regulation will tell us when and where do they apply and who is exempted and for how long.
  2. Definitions try to remove ambiguity as people may interpret information in different (Rather convenient) manner. These give basis for applications.
  3. Equivalent and modern technologies keep on evolving therefore their use is permitted even though they may not be defined by the code. As always minimum requirements must be met.
  4. Toxic extinguishing media that endangers persons is prohibited.

Chapter 2

International shore coupling

This defines standard dimensions of flange, its connecting arrangement, its material and working pressure.

Chapter 3

Personnel protection

This is specifically important as substandard PPE can kill users during emergency. These minimum standards do not allow shortcuts.

Protective suit is Radiation proof, waterproof and insulated. Boots are (electric) shock proof. Rigid helmet to protect head from knocks. Hand lantern (Electric safety lamp) must burn for minimum3 hours, however it does not define power or lumen capacity. Axe is with high voltage insulation. You may have to cut live electric cables.

Breathing apparatus is self-contained 1200 L capacity and must work for at least 30 minutes. Cylinders must be interchangeable. It does not give specific initial pressure requirement. It needs audible alarms and visual indicators for low supply (When 200L are left). It is assumed that 1200L air will last for at least 30 minutes. Regulations deal with VOLUME of air and not pressure.

Lifeline for each breathing apparatus is Fireproof, at least 30 m long and can 3.5kN load for 5 minutes. This is about 357 Kgs load. It must have a snap hook for connection.

Emergency escape breathing device (EEBD)

EEBD may have compressed air or OXYGEN and is used for escape purpose only. Not to be used for firefighting, entry into enclosed spaces or worn by fire fighters. It must have service duration of at least 10 minutes. Hood or face piece is flame-resistant with clear view window. It is used hands free and stored in protected space. Donning instructions are PRINTED on EEBD. It is also marked with maintenance requirements, trademark, serial number and shelf life, Manufacture date and name of approving authority on EACH side.

Chapter 4

Fire extinguishers

Must be approved type.

Powder or CO2 extinguishers must be at least 5 kgs capacity

Foam extinguisher capacity atleast 9 L.

Total mass of any PORTABLE extinguisher must not be over 23 Kg.

Only approved refills to be used.
